Apple Implements New App Requirements for EU App Store Developers

Apple is introducing updated requirements for developers distributing apps through its App Store in the European Union in response to the new Digital Services Act (DSA). This legislation aims to enhance safety and transparency across online platforms and marketplaces.

Starting October 17, developers will be required to declare their “trader” status in App Store Connect in order to submit app updates. This designation applies specifically to those releasing apps directly via the App Store within the EU. Apple recommends that developers familiarize themselves with the DSA’s criteria to determine if they qualify as a trader.

Factors influencing this classification may include whether the developer generates income from the app, engages in advertising, is registered for VAT, and if the app is created in relation to their profession.

Apple noted, “You’re unlikely to be considered a trader under EU law if you’re acting for purposes outside your trade, business, craft, or profession. For instance, if you are a hobbyist who developed an app without any plans to commercialize it, you may not meet the trader definition.”

Beginning February 17, 2025, apps that do not have verified trader status will be removed from the EU App Store until the necessary status is submitted and confirmed.

The new regulations also mandate that the App Store display verified contact information for traders, including an address, phone number, and email.

The specific trader details required for submission vary depending on whether the developer is registered as an individual or as an organization in the Apple Developer Program. Individual developers must provide a physical address or PO box, along with a phone number and email, whereas organizations only need to supply a phone number and email since the address associated with their D-U-N-S Number will be shown automatically.

Apple emphasized that this information is solely for display purposes and will not affect the data tied to the developer’s Apple Developer Program membership.
